After reading the article's discussion of the overpopulation that is occurring within the Karatu district, I believe that the situation overall needs to be handled on the national level. As mentioned in the article, "Villagers in conflict are not likely to sit down together under the acacia tree and reach a shared understanding on the nature of shared problems" and I can understand this to be true because each community has their own issues that may differ from that of another. Therefore, the different resources that the people of Karatu need right now could be better accessed and distributed through the help of the government and possibly other international figures than just through the local level.
To add to this though, in order for the things on the national level to be truly effective, the local level cannot be left out of this process. The national level will have to take the time to go into the different communities and sit down with the people to figure out how they specifically can address their personal cultural and societal needs. By doing it in this manner as opposed to leaving the people out of an equation that they help to determine, this I think would better address the overpopulation issue and really figure out how to tackle it head on.
