Increased access to health care would do a number of things for family planning. Unsurprisingly but not unimportant, it would result in a population that is not only more informed about contraception and communicable disease protection but also has increased access to resources to achieve both of those. Additionally, access to health care would be invaluable after pregnancy occurs in helping the parents take care of the fetus (prenatal care) and ultimately the child's health after it is born (especially if the child is born with a condition requiring medical attention/surveillance). I also think that, as a by product, increased health care availability and resources would help individuals learn what it will/does take to raise a child and ultimately may result in a sort of self regulation of birth rates over time. The biggest impact, though, that I think increased access to health care will have is getting patients involved as active and informed participants in their own health (in this case specifically reproductive health).
