As a local physician, constructing plumbing for the entire town seems like a bit of a lofty goal. However, you could advocate for the construction of public toilets. This would provide access to plumbing for a large proportion of the citizens at a fraction of the cost of installing toilets in each home. While sewage is the main contributor of pollution, I do believe education could go a long ways in terms of keeping the population healthy while we await the implementation of better access to plumbing. The physician could be sure to inform the citizens of the signs and symptoms of the most common diseases caused by the pollution and be sure they understood what constitutes a medical emergency so they know when to seek medical treatment. The physician could also work towards contacting any agencies that could provide continual access to the needed treatments for these common diseases so they would be readily on hand.
